Slurm jobs on Bianca are slow to start closed

There is currently an issue with the system that starts and allocates compute nodes to project clusters on Bianca. Slurm jobs may take longer than usual to start even though the cluster appears to have many free nodes. We are working on the issue.

This issue was related to newer versions of our configuration manager. The problem should now be solved.
